Frederick Donald Payne, Jr., was indicted for trafficking in cocaine, sale of cocaine, and distribution of a controlled substance near public housing.1 He entered a negotiated plea to all of the charges and was sentenced to 35 years, with 20 to be served in confinement and the balance on probation.
