[¶ 1] TJS, a minor, was found guilty of delivering a controlled substance in violation of Wyo. Stat. Ann. § 35-7-1031(a)(ii) (LexisNexis 2003) and was determined to be a "delinquent child" as defined by Wyo. Stat. Ann. § 14-6-201(a)(x) (LexisNexis 2003).
