On April 18, 2003, pro se plaintiff Albert Brown filed a civil rights action pursuant to 42 U.S.C. § 1983, alleging that defendants Thomas Looney, Randolph Pfaff and the Wilmington Police Department utilized excessive force while arresting him on May 23, 2002.
