In this case we review the denial of a claim for attorneys' fees under the Individuals With Disabilities Education Act ("IDEA"), 20 U.S.C. § 1400 et seq. The district court denied the claim because although Linda T. and Gene A., parents of William A., prevailed in part in a state administrative agency hearing challenging certain aspects of William's educational program, their success on the merits was de minimis.
