A collective bargaining agreement ("CBA") obligates defendant Bellon Wrecking & Salvage Company to hire members of plaintiff East St. Louis Laborers' Local 100 to do certain highway construction work. Bellon and the union amended the agreement orally to permit the employer some latitude to use labor from outside Local 100 on a project in southwestern Illinois.
