This case requires us to rule for the first time on an appeal from the trial court's application of the Innocence Protection Act (IPA). D.C.Code § 22-4131 (2004 Supp.). In 1994, this court affirmed on direct appeal Recco Bouknight's conviction of three counts of first-degree (felony) murder while armed,1 and five other related offenses.2 Bouknight now appeals the trial court's orders...
