Petitioner, Edward Kuss, d/b/a/ The Hock Shop (Kuss), filed a petition on December 30, 2004, for review of a final decision of the United States Bureau of Alcohol, Tobacco and Firearms (ATF) revoking his license as a firearms dealer.
