Margarita Uriostegui, a 32-year-old Mexican national, entered the United States illegally before the end of 1990. The following year, her father, who was lawfully in the United States, applied on her behalf for an immigrant visa then available to unmarried children of lawful permanent residents. Years passed. Finally, in July 2000, while Uriostegui continued to wait for the final word on her 1991 visa application, the then-INS commenced removal...
