Imran Hussain, a native of Pakistan, arrived in the United States in August 2001. Shortly thereafter, the Immigration and Naturalization Service initiated removal proceedings. Hussain then petitioned for asylum and other relief, alleging a fear of persecution on account of his religion, membership in a particular social group, and political opinion.
