[¶ 1] Penobscot County (Penobscot) appeals from a summary judgment entered in the Superior Court (Penobscot County, Mead, J.) concluding that, pursuant to 30-A M.R.S.A. § 453 (1996), the county cannot fund its regional 911 dispatch center through county taxes, but rather must fund the center through fee-for-service agreements with participating municipalities pursuant to 30-A M.R.S.A. § 107...
