Defendant was a passenger in a vehicle stopped for traffic violations by officer Robert Gould of the Warren County Sheriff's Department. Upon checking defendant's identification, Gould was informed of an outstanding bench warrant issued by a town court in a nonadjoining county. Gould directed defendant to exit the vehicle and informed him that he was being held on the warrant pending confirmation that it was valid...
