Oliver Caswell was a recipient of housing subsidies from the City of Detroit Housing Commission ("DHC"). When Caswell's landlord initiated eviction proceedings against him, DHC terminated Caswell's subsidies. Caswell filed an action under 42 U.S.C. § 1983 against the Housing Commission and its director, alleging an improper denial of subsidies.
