Michael Grunert, a fisher in the Chignik Purse Seine Salmon Fishery, argues that an Alaska Board of Fisheries regulation creating a Chignik cooperative fishery and allocating a quota of salmon to that fishery is invalid on grounds it exceeds the scope of the board's authority, is inconsistent with the statutory definition of "fishery" in the Limited Entry Act, is inconsistent with the Limited Entry...
