Devon Roche sold ecstasy to Derrick Perkins three times during the summer of 2000. Before each sale, Roche called Perkins to discuss logistics. That is, Roche thrice used a telecommunications device to facilitate the distribution of a controlled substance, in violation of 21 U.S.C. § 843(b).
