¶ 1 Kenneth Kolbeson, Renae Brunette, and Janis White (collectively, Kolbeson, unless noted) were patients at Western State Hospital (WSH). They challenge the Department of Social and Health Service's (DSHS) use of their Social Security benefits to the offset the cost of hospitalization. We affirm.
