The plaintiffs include the Kansas Association of Private Investigators, a not-for-profit membership corporation, and several individual private investigators (collectively Investigators). In 2000, we affirmed the trial court's finding that two fee increases by the Kansas City, Missouri, Board of Police Commissioners (Board), one in 1988...
