Robert A. Soy was convicted on arson and explosives charges and was sentenced to life imprisonment; after two appeals, Mr. Soy's sentence was reduced to 528 months. A subsequent motion pursuant to 28 U.S.C. § 2255—the basis for the present appeal—resulted in a Pyrrhic victory for Mr. Soy: The district court granted Mr. Soy relief with respect to one of his convictions, but resentenced him to the same term of imprisonment....
