¶ 1. On February 17, 2000, the Mississippi Department of Education terminated Brenda Bynum from her position as an educational specialist senior. Bynum appealed, and the Employee Appeals Board reinstated her. On certiorari review, the Circuit Court for the First Judicial District of Hinds County reversed the decision of the EAB.
