The Duryea Borough Police Department1 (Union) seeks review of the order of the Pennsylvania Labor Relations Board (Board) sustaining the exceptions of Duryea Borough (Borough) to the Hearing Examiner's proposed decision and order (PDO) and modifying the portion of the PDO that directed the Borough to reinstate Charles J. Guarnieri (Police Chief) to the position of Chief of Police. We affirm.
