Appellant Wayne Earl Dahl challenges his conviction of violating Fridley, Minn., City Code § 214.04.6 (2002), which prohibits the use of "motion signs" throughout Fridley.1 He argues the ordinance is facially unconstitutional under the First Amendment of the United States Constitution.
