This case arises out of Ramsey County's operation of a compost site on Beam Avenue in Maplewood, Minnesota, from 1984 to 1996.1 Appellant Ramsey County appeals from a decision of the court of appeals affirming the district court's denial of official immunity on respondents' nuisance and negligent failure to warn claims.
