Darrell Owens, an elected Commissioner of the former Jefferson County Fiscal Court, and Carol Lumpkins, a registered voter residing in Jefferson County, appeal from the Opinion and Order of the Jefferson Circuit Court dismissing their complaint that challenged the constitutionality of KRS1 67C.135(3).
