Commercial trucking owner-operators, defined as those who lease their trucks and drivers to a motor common carrier,1 are deemed independent contractors under the Workers' Compensation Act ("Act") and are not entitled to claim benefits from the carrier for work-related injuries.2 We granted this discretionary appeal to clarify that the exclusion does not apply to the owner-operator's employees...
