Petitioner, an inmate, submitted a urine specimen in connection with his planned participation in the family reunion program. After the specimen tested positive for the presence of cannabinoids, he was denied participation in the program and was charged in a misbehavior report with, among other things, unauthorized use of a controlled substance.
