¶ 1 In what appears to be an issue of first impression, we are asked to determine whether a social service agency charged with development and implementation of permanency plans for dependent children may properly petition to involuntarily terminate a mother's parental rights where the existing placement goal is reunification and where no change of goal to adoption has been previously sought.
