After 2 days in the Outagamie County jail, according to a social worker there, Richard Foelker was "confused and disoriented" and, despite having defecated in his cell and on himself, he was "unaware of the mess that he created." Although his condition, which resulted from his forced withdrawal from methadone, continued to deteriorate, he was not taken to the hospital for 2 more days.
