Higgins, 788 So.2d 992 (Fla. 4th DCA 2001) (en banc), which certified a question to be of great public importance with regard to one issue and certified conflict with the decisions of the Third District Court of Appeal in Irvine v. Prudential Property & Casualty Insurance Co.,
