This appeal arises from sanctions imposed upon plaintiff on 15 January 2003 for violation of N.C. Gen.Stat. § 1A-1, Rule 11 (2003) and N.C. Gen.Stat. § 6-21.5 (2003) in the underlying action, Hill v.
