Thomas Williams petitions for review of a Workers' Compensation Appeal Board (Board) order that affirmed the decision of a Workers' Compensation Judge (WCJ) dismissing one of Williams's claim petitions as moot, denying the other, and denying his reinstatement and penalty petitions.
