This case arises out of a dispute over the proceeds of a group life insurance policy. Earline Lynn Gamble, a United States Postal Service employee, was insured under the Federal Employees Group Life Insurance Act (FEGLIA). She presumably intended to designate her sister, Cora Terry, as the sole beneficiary of the policy, but Gamble signed the designation-of-beneficiary form with only her first name, failed to date the form...
