{¶ 1} Appellant Arthur E. Wood appeals from the judgment of the Tuscarawas County Court of Common Pleas that overruled his motion for summary judgment and granted the motions for summary judgment filed by appellee Ohio State Highway Patrol ("Highway Patrol") and appellee Ohio Bureau of Workers' Compensation ("bureau").
