OPINION

SUSAN LARSEN, Justice.

Manny Casillas appeals from a no-evidence summary judgment granted in favor of the State Office of Risk Management (SORM). Determining that we have jurisdiction over the appeal, and that the no-evidence summary judgment was improperly granted, we reverse and remand.
