Petitioner was charged in a misbehavior report with violating prison disciplinary rules prohibiting attempted drug possession, attempted smuggling and abuse of telephone privileges. The charges stemmed from an ongoing investigation conducted by prison authorities, which revealed that petitioner had conspired with a civilian acquaintance to bring marihuana into the correctional facility for the purpose of its sale and distribution among the prison population...
