Petitioner was convicted in 1989 of several drug-related offenses, and was sentenced to a term of imprisonment of four years to life. He had previously been convicted of several offenses involving inappropriate contact with a minor. Petitioner was released on parole in 1993, and as a condition of parole was required to have no contact with anyone under 17 years of age without an adult present and his parole officer's approval.
