Bassel Nabih Assaad petitions this court to review the Board of Immigration Appeals's decision denying his motion to reopen. For the following reasons, we dismiss the petition for review.

I. BACKGROUND

Assaad, a Syrian citizen, entered the United States as a nonimmigrant visitor in 1993. He later married a U.S. citizen, and, in June 1995, the Immigration and Naturalization Service (INS) granted his application
