Plaintiff, who is licensed to carry a concealed handgun, brought this action for declaratory and injunctive relief against defendant City of Portland (the city). Plaintiff alleged that the city unlawfully allows private lessees of public property to prohibit people licensed to carry concealed handguns from doing so at events on the leased property.
