Stark Ligon, as Executive Director of the Office of Professional Conduct, appeals a decision of Panel A of the Arkansas Committee on Professional Conduct. Panel A imposed a sanction of a reprimand against attorney Paul E. Revels for violation of the Model Rules of Professional Conduct relating to his trust account. Ligon argues that Panel A abused its discretion in failing to impose a suspension of Revels's attorney's license.
