This is an accelerated, interlocutory appeal from an order denying a temporary injunction. Appellant, the Housing Authority of the City of El Paso ("the Housing Authority"), appeals the trial court's denial of a temporary injunction order that would prevent Appellees, the City of El Paso and Joseph Wardy, Mayor of the City of El Paso, from increasing the size of the Housing Authority board from five to eleven...
