On February 19, 2003, appellant Ricky D. Starks filed a petition, pro se, alleging personal injuries under the Texas Tort Claims Act. Starks is an inmate housed in the William P. Clements Unit of the Institutional Division of the Texas Department of Criminal Justice. On that same day he filed an application to proceed in forma pauperis.
