INTRODUCTION

Plaintiff, Domingo Borges ("plaintiff"), an inmate in the custody of the New York State Department of Corrections ("DOCS"), commenced this action pursuant to 42 U.S.C. § 1983 alleging that defendants were deliberately indifferent to his serious medical needs.
