The Board of Commissioners of Columbia County adopted a stormwater management ordinance in 1999. That ordinance created the Columbia County Stormwater Utility to provide a threshold level of stormwater management throughout the entire county, and a higher level in a designated service area which includes the much more developed eastern portion of the county.
