Petitioners Saovry Ven and her daughter, Bopha Kim, are natives and citizens of Cambodia. They were admitted into the United States on July 13, 1997, as nonimmigrant visitors with authorization to remain until January 12, 1998; they overstayed. On June 11, 1999, the former Immigration and Naturalization Service (INS) issued the petitioners a Notice to Appear, charging them with being removable for having remained in the United States for longer...
