Dunlap (hereinafter respondent) was arrested in the Town of Vestal, Broome County, on June 16, 2002 and charged with, among other things, two counts of driving while intoxicated in violation of Vehicle and Traffic Law § 1192 (2)* and (3). He appeared in respondent Vestal Town Court on June 25, 2002, but was granted an adjournment to August 6, 2002 to continue the arraignment and conduct a prompt suspension...
