Petitioner George Alarick Jones was convicted of capital murder in Texas and sentenced to death. The Texas Court of Criminal Appeals affirmed the conviction and sentence, Jones v. State, 982 S.W.2d 386 (Tex.Crim.App.1998), and the United States Supreme Court denied certiorari. Jones v. Texas, 528 U.S. 985, 120 S.Ct. 444, 145 L.Ed.2d 362 (1999)....
