Petitioner was employed as a police sergeant for the Port Authority of New York and New Jersey. His duties included participation in firefighting operations at La Guardia Airport. He had just returned from testing a fire truck's equipment used to disperse flame-retardant foam, when he slipped while stepping down from the cab of the truck.
