El Paso County awarded two contracts for transit services to LULAC Project Amistad, Inc. Thereafter, Sunset Coaches, Inc., a disappointed bidder, and Tony Labrado, Sunset's president, brought this suit against the County and LULAC, challenging the awards of the contracts.
