Defendant-Appellee, Jorge Cintron-Fernandez, was convicted in the United States District Court for the District of Puerto Rico on his plea of guilty to charges relating to the adulteration and misbranding of frozen food products. After determining the amount of consumer loss, the court ruled that Cintron-Fernandez had a total offense level of 12 and a criminal history category of I, which would require a minimum sentence of ten months...
