In this case, we consider the statutory authority of the Texas Workers' Compensation Commission to conduct a "desk" review of selected case files and certain billing and business practices of physicians who treat patients in the workers' compensation system. We also review the nature of "administrative subpoenas" and the proper standard of review of those subpoenas under article I, section 9 of the Texas Constitution...
