A jury convicted Garland Jeffers in 1975 of engaging in a continuing criminal enterprise ("CCE"), and the district court ordered him to serve a prison term of life. In the nearly 30 years since, Jeffers has been trying without success to obtain relief from that conviction and sentence. Unfortunately for Jeffers, his present effort fares no better than his previous attempts. The district court dismissed for want of jurisdiction...
