OPINION

ANN CRAWFORD McCLURE, Justice.

Rodolfo Rangel brought a "whistleblower" claim after he was terminated from his position with the Housing Authority of the City of El Paso (HACEP), just two weeks after reporting two members of HACEP's Board of Commissioners for improper activity. HACEP filed a plea to the jurisdiction which was denied by the trial court. For the reasons that follow, we affirm.
